There's a few things that will cause this type of halo effect:

1. Wasn't completely cleaned
2. Glass was scratched during cleaning (in a circular manner)
3. There is a tiny fiber in the way of the beam
4. Some lasers have a glass filter between the actual lens and the aperture.
by removing the filter or moving it during cleaning and not putting it back
into place properly, the laser beam is being bounced partially towards the
walls of the aperture hole and are then reflecting onto the wall alongside
the beam.

Looks to me like option #1. Since your Q-tip or Microfiber cloth was
probably pushed in and turned in a circular motion, any residue or oil
from your fingers or one the lens may form a circular swash on the lens.
This in turn projects a similar shape in some cases. So does #2 (lint or fibers
right near the aperture).

Be gentle when cleaning. Be VERY gentle. Try to get a microfiber cloth if you
are not using one yet. You can get them from any sunglasses or optician.
Be sure to get one designed for cleaning optics and not for industrial cleaning.

Avoid debris from entering your laser by doing this:

Hi friends,
i recently experience this. I generally first (or only) clean lens from dust (i hope to keep them not dirty or with any pg of oil using tape/scotch technique) using a very very very dry air jet and regulating its power in function of the distance of the nozzle from the lens. There were a small point on a lens behind it, may be a small piece of dust, and it disappeared by injecting air from the battery van.
Hoping this info could be usefull for you all...
Regards

DON'T CLEAN YOUR POINTER WITH COMPRESSED AIR - EVER EVER EVER EVER EVER!!!!!!!!!!!

DON'T CLEAN YOUR POINTER WITH COMPRESSED AIR - EVER EVER EVER EVER EVER!!!!!!!!!!!

It doesn't matter how "dry the air is" because the lens on the front of the laser is not sealed entirely.
It is only "tack glued" in two spots. This means that you can "blow debris" behind the lens by hitting
it with compressed air...

DON'T CLEAN YOUR POINTER WITH COMPRESSED AIR - EVER EVER EVER EVER EVER!!!!!!!!!!!

DON'T CLEAN YOUR POINTER WITH COMPRESSED AIR - EVER EVER EVER EVER EVER!!!!!!!!!!!

also, don't clean it with any liquids...even if they are for cleaning optics, the fluid can get BEHIND the
lens because it isn't sealed...

If the lens is tack glued in 2 spots, I guess one could add additional glue around the circumfrence of the lens? That would then seal the area behind the lens, and make cleaning a bit less worrysome.

I'm thinking the non-sealed-lens wasn't done to cheap out on glue. Perhaps sealing it is not such a good idea. Compare it to a single windowpane in a warm, moist house on a cold day. You get condensation on the window.
If you seal off the laser, you will trap the current air inside it. If this is moist, it could warm up by the laserbeam and cause condensation on the inside of the lens.

Maybe I'm wrong about this, but it's a consideration.
