I read somewhere that some SWAT or military units have green lasers quipted with them specifically for the purpose of shining them in the suspects eyes to disorient them. I saw a picture and also a short television show on them and it looks a lot more powerful than the average 5 ml greenie you would buy here. Saying that, I know the little greenie can do some damage to your eye if shown directly into it.
Are these lasers modified to the point where they do not cause long term damage... or does SWAT not give a crap about peoples sight? lol |

From the Hist/Dis channel shows I've seen, the beam is either sweeping or blinking/strobing. That probably helps when it comes to reducing damage.
Also, I don't think they care much about minor eye damage. One of the shows had a large segment explaining the difference between lethal, non-lethal, and the mostly-marketing term (IMO) "less-then-lethal".

Meh, questionably. A perfectly stationary lasing from <5mW of green takes at least 15 seconds to cause any permanent eye damage. This is why <5mW is the legal limit.

As said above, having little blind spots in your eye isn't as bad as being shot. BUT... Factoring in divergence, it's probably not powerful enough to do that kind of damage when it hits the suspect.
Basic algebra:
Say the suspect is 20 meters away: the dot size from a decent laser will be ~2cM at that distance, or ~314mM˛. The human pupil in daylight is ~1.5mM in diameter, or ~1.8mM˛. so you'd have to only take ~6% of the laser power at that distance. At 20 meters, a phoenix would be as harmless as a 5mW*.
This added with a sweeping motion might make it more blinding and less damaging. Ever tried seeing in the dark while being flashed with a strobe light?

Green lasers are used because with some of the night vision equipement (like a lot of the image intensifier models) red targeting lasers won't be seen.

the lasers that SWAT use are probably like the photonic disruptor where you can focus the beam so it would diverge more, and therefore have less concentrated power. And that would probably create the effect that Cyparagon described.
And just think, the laser doesn't need to be that powereful, anything being lazed into your eyes would distract you quite a bit. |

either way it has adjustable divergence so it would be able to spread out along way away.
