You dont... That probably wont even do anything. the optimum would be around 5 volts at 20+ amps. any more volage would just be wasted making the water hot.

Well, considering it sounds like he's going to try and do it without any electrolizers (such as salt) it might very well take that much!

Remember, water is classified as a NON conductor. You can break it, but that takes a LOT of power!

Trust me, man, that kV PSU wont do a thing, not enough current.
The amps matter more than the volts, and to even get it to fizzle a little you need at least an amp. the more amps you shove through the more molecules you knock apart. Think of it like a Shotgun Vs a rifle, the shotgun bieng more amps and the rifle bieng more volts. the rifle fires real fast but can only take out one thing at a time, while the shotgun fires out lots of little pellets, slower moving compared to the rifle, but can take out more than one target. the surface area of you electrodes also makes a difference.
also, De-ionized/De-mineralized 100% distilled water won't conduct electricity, you need to add something to make it conductive, if you use salt as the cheat says, do it somewhere well ventilated, produces nasty HCL (Hydroclhoric Acid).

I've heard that Epsom salts are a cataylist and will cause it to conduct without producing chlorine gas or something nasty like that. Worth a try. You can always check to see if it's producing oxygen or not just by capturing the air and seeing what it does to a match or something.

Way off base perhaps, but would love to get enough Hydrogen to fill a two-liter plastic bottle. Imagine the look on peoples faces when you can throw a soda bottle the length of a football field, or at least create a nice zero-G illusion.  And yes epsom salts(magnesium sulfate) work, but it causes build up at the cathode of non-conductive deposits.

just use the lye and aluminum foil method. (lye is availible at most hardware stores, just look for drain cleaner)
take a 2-liter bottle fill half way with water. Add a few spoonfuls of lye (not much) and roll up aluminum foil and stick it in. Stick a balloon on top and see how fast it fills... not fast enough, add some more lye and aluminum.
Then, take a funnel and stick it in another two liter bottle. invert the bottle and place the funnel over the other two liter bottle that's producing hydrogen. Perhaps put some clay or putty on the rim of the bottom bottle to seal it with the funnel. If I'm thinking about this right, the hydrogen should rise to the top of the inverted bottle and displace the air until it's filled with hydrogen. Basically give it a bit and see what happens. If the bottle with the lye and aluminum is producing enough, it shouldn't take long.
Your other option is the electrical way... but it's going to take a while...

I recently dismantled a rechargable flashlight and found a rather large and heavy battery inside. The english is bad, but mentions "sealed acid battery". It is constructed very similar to a lead-acid battery for cars. Those use sulfuric acid, which is also used for electolytic separation of water. Maybe you can find a similar flashlight and empty(carefully!) the contents into an appropriate container and use that for your project. REMEMBER: slowly add acid to water, NOT the other way around.

As a[n organic, not electro] chemist, I feel I should point out that a trick to helping safely add most acids to water is to take a glass stirring rod and CAREFULLY pour the acid onto the glass rod so that it very slowly adds to the water in a stream. More control, and less likely to blow up in your facer. It also helps control the heat evolution. And of course, standard safety precautions like good ventilation and such.
