The author of the book "Beam Weapons" (by Jeff Hecht, Beam Weapons is my favorite laser book) made a rough calculation that it would take about 50,000 Joules of laser power (a Joule is a watt per minute, so if the laser ran for a minute it would be delivering 50 kilowatts to the target) to punch a hole clear thru someone's body.

So the the militarily useful lower threshold of power (everything I've seen says 100KW too) would be more than enough, and even some civilian used industrial lasers would work as well.

However, you'd want the laser to be able to do the job in far less than a minute, as most people are going to move - and move very fast - if hit by such a beam!

But in all actuality, drilling a hole thru your enemy would be a rather inefficient use of such a powerful laser - a better target would probably be hitting an enemy square in the face with a 100Kw beam - in that case violating the 1992 Geneva Convention ban on blinding laser weapons would really not be a concern at all - as your victim would be dead!

But what is true is that the various branches of the military DO have plans to use lasers as anti-personnel weapons - both in non-lethal and lethal capacity.
