The HELLADS laser is a DARPA project developed for US fighters, apparently to be ready by the end of 2007 for fitting to the latest fighters. I cant post URLs because I'm *new*(cough) but if you google it, there is some great info.

HELLADS stands for High Energy Liquid Laser Area Defense System. It is intnded to peak at 150kW, more than enough to knock down an incoming Air-to-Air missile.

A tiny pulsed yag laser can easily excede that power on it's peak.

What type of liquid? Is it like a chemical laser?

Basically its a laser pumped by a flashlamp of a laser diode (a Nd doped diode)For laser shows YAG lasers operating at a wavelength of 1064nm and frequency doubled using a set of crystals (lithium triborate) and u get a 532nm intense lime-green beam (personal experience).

What liquid though?! It sounds like it would be a chemical laser or something...

The liquid is basically they have found a way to release a ton of energy from the laser beam... that simple.
